Rochelle Keyhan spent six years as a prosecutor of gender-based violence crimes in Philadelphia. As an Assistant District Attorney, Rochelle championed the need for increased investigation and prosecution of human trafficking. Her approach to prosecution involves a perpetrator-focused process that centers the victims, limiting added trauma while maximizing survivor empowerment. Rochelle is now Director of Polaris' National initiative to End Trafficking in Illicit Massage Businesses. This Initiative works to create resources and tools to help facilitate the effective and systemic eradication of Illicit Massage Businesses in the U.S. She is currently consulting with over 60 law enforcement jurisdictions around the country working to tackle the criminal networks that enable trafficking in these venues and to provide appropriate services for the survivors.
